Covilhã applies to become Portugal’s National Youth Capital in 2027

Government and Public Services

Covilhã has submitted its application to become Capital Nacional da Juventude in 2027, putting forward proposals covering young people’s participation, mental health, culture and entrepreneurship. The council announced the submission on 22 October.

According to the municipality, young people helped develop the application alongside local associations, educational institutions and other organisations. The proposal centres on inclusion, innovation and helping younger generations build their lives in the municipality.

The council identifies six main themes: civic participation, environmental sustainability, digital transition, culture, mental health and entrepreneurship. The application includes an action plan for 2027 and videos produced by young people, with formal support from dozens of partner organisations. Beira Baixa TV

What the title would bring

The winning municipality will receive €50,000 to deliver activities included in its application and other initiatives agreed with the Instituto Português do Desporto e Juventude (IPDJ), according to the Government’s announcement.

Applications closed on 21 October. The national initiative recognises municipalities that create opportunities for young people and strengthen their involvement in community life.

IPDJ says applicants must have an active Conselho Municipal de Juventude. Assessment considers factors including how that council operates, existing youth policies and facilities, and municipal youth plans. Applications must include proposed activities for 2027 and financial planning. IPDJ

What happens next

IPDJ will publish the jury’s assessment results on its website after approval by its governing board and notify the winning municipality.

Covilhã’s announcement outlines its priorities but does not publish a detailed events calendar or the application’s budget. The sources reviewed also give no date for announcing the winner.

Under the programme’s rules, the successful municipality must implement its proposed activities and actively involve its youth council in planning and delivery. It must also report to IPDJ on progress and results during and after its year as National Youth Capital. Município da Covilhã
